In the event the Planning Board determines that proper consideration of an application pending before it will require it to make extraordinary expenditures including, but not limited to legal, engineering, planning or other professional expense, the Board may require the applicant to deposit a sum sufficient to cover the cost of such expenses, in increments of $1,000.00, which sum shall be deposited in the Municipal Trust Account. Any unexpended portions of such deposits shall be returned to the applicant.
